COMBINED SYNOPSIS/SOLICIATION
VA246-16-Q-0862 Install Drapes in Chapel of Beckley VAMC
(I) This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this action. Quotes are being requested, and a written solicitation will not be issued.
(II) This synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-85.
(III) Any amendments issued to this solicitation will ONLY be available on the FBO website (www.fbo.gov).
(IV) The Network Contracting Office 6-SAO EAST intends to award a firm-fixed price service contract to install drapery and an electric rod in the VAMC Chapel at the Beckley Department of Veterans Affairs Medical Center (VAMC), 200 Veterans Avenue, Beckley, WV 25801.
(V) The North American Industrial Classification System (NAICS) code for this procurement is 541410 with a small business size standard of $6.5 million. This procurement is set-aside to small businesses and all eligible offerors may submit quotes. All offerors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award of a federal contract. The record must be complete and not missing elements such as representations and certifications.
(VI) The Government will award a contract resulting from this RFQ to the responsible offeror whose quote is the lowest price and meets the requirements. Quotes are due by 4:00 PM Eastern Standard time on April, 20, 2016. Quotes received after this date and time will be considered late in accordance with 52.212-1(f) and will not be evaluated. Quotes shall be submitted via email to

STATEMENT OF WORK
. (a) General: This project consists of providing all materials and labor to construct and install a drapery and electric
rod in the VAMC Chapel at the Beckley Department of Veterans Affairs Medical Center (VAMC), 200
Veterans Avenue, Beckley, WV 25801.
1. Install a motorized opening/closing drapery rod
2. Provide a pair of draperies with lining (MATERIAL TYPE AND COLOR MUST BE APPROVED BY
CHAPLAIN PRIOR TO AWARD).
3. Construct a drapery that will cover the existing cross in the chapel (Existing wooden frame is
approximately 8' width x 12' length).
4. Install the draperies on the rod
Area of work is in the Beckley VAMC Building 1, 1st floor, Chapel. All work will be performed during normal business (working) hours. All work will be in accordance with VA Master Specifications and Attachment 12 22 16-1 (Technical Specifications for Drapery, Drapery Track and Accessories) and 11 05 12 (General Motor Requirements for Equipment).
(b) Place of Performance: Tasks will be performed at the VAMC Beckley, WV. Location of work will be in
Building 1. Work will be in an occupied healthcare facility in operation 24 hours a day and care must be provide
to keep work areas clean and contained.
There is no official site visit planned for this project. The Beckley VAMC Chapel is open to the public and existing site conditions may be viewed between 7 AM and 5 PM during the weekdays, Monday-Friday.
The period of performance is estimated to end 90 days from date of award.
The contractor is responsible for storage of materials and disposal of all unused materials. The contractors will ensure that all sub-contractors meet and abide by all government regulations and requirements to include 10-hour OSHA training.

The government will award a firm-fixed price task order to the vendor whose quotation represents the best value for the government. The Government intends to make an award based on the initial quotations.
