The Naval Air Warfare Center Aircraft Division (NAWCAD), located at the Naval Air Station Patuxent River, MD intends to award a contract on a Sole source basis to Mercury Defense Systems for Radar Air to Ground Environment support.  Mercury defense Systems is the only known company that is capable of meeting the Government requirement by providing the design, development, delivery, Integration, Test and Validation of the Navy and Air Force RAGE System.  Mercury Defense Systems is uniquely qualified to complete the entirety of the efforts contemplated under this planned sole source contract.  Mercury Defense Systems is the sole designer, developer, and manufacturer of RAGE system and is the only known qualified, responsible source that possesses the knowledge, experience, and technical data required to fulfill the Government’s minimum requirement as specified herein.

THIS IS NOT A REQUEST FOR COMPETETIVE PROPOSALS.  This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements. “A determination by the Government not to compete this effort is solely within the discretion of the Government.
