SOLICITATION
PROJECT DESCRIPTION: The work of the project is to provide new utility monitoring and control system at Naval Air Facility (NAF), Atsugi, Japan. The work includes design service, provision of new system, modification of existing system, and integration of systems with other system, electrical system, underground distribution system, and also includes civil work and incidental related works as described on plans and specifications. Related work is defined as temporary work and relevant work which is required to accomplish this project. This work does not include unforeseen site conditions. The contract is solicited with “Base Item” and “Option Item,” and the work descriptions of each item are specified as follows. Refer to the contract drawings for detail of individual work scope.
Base Item: Provision of new SCADA Monitoring System for Steam Plant, Option Item 1: Provision of new SCADA Monitoring System for Water Plant, Option Item 2: Provision of new SCADA Monitoring System for Wastewater Plant, and Option Item 3: Provision of new SCADA Monitoring System for Electrical Facility
In accordance with DFARS 236.204, the magnitude of this construction project is estimated between $5,000,000 and $10,000,000.
CONTRACTOR LICENSE REQUIREMENT: Any contract resulting from this solicitation will be awarded and perfromed in its entirery in the contry of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Contractors must be registered to do business and possess an appropriate license issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract.
STATUS OF FORCES AGREEMENT: The U.S. Government shall not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) under this solicitation. Furthermore, unless specifically provided in the specific task order request for proposal, the U.S. Government shall not certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA.
