The purpose of this Amendment is to clarify questions generated from the site visit for RFP N4215823RE001 listed below.  See Section titled "Site Questions Generated Pt. 2."

I.  Clarify questions generated from the Site Visit for Request for Proposal (RFP) N42158-23-R-E001 listed below.  See Section titled "SITE VISIT QUESTIONS GENERATED."

II.  Make Point of Contact changes within Attachment E - Past Performance Questionnaire.  See adjusted Attachment E - Past Performance Questionnaire.  

Please submit the names of individuals attending the site visit (per Amendment 0001) to Chad Godwin at [email protected] AND Denise Swain at [email protected] No Later Than Monday, 24 July -2023 at 02:00 PM Eastern Standard Time.  Submittals will not be accepted after the aforementioned date and time.

This notice contains an update to the point of contacts and the solicatation availability date. This notice was initially posted on April 20, 2023. 

This is a Synopsis announcement in accordance with FAR 5.202 in anticipation of a future contract award.

Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY) intends to award a Firm Fixed Price (FFP) Single Award Contract, to provide characterization, decontamination and decommissioning within Building 1475 Effluent Space at Norfolk Naval Shipyard (NNSY) Portsmouth, Virginia. This includes the removal of facility equipment and furnishings; asbestos remediation and asbestos cleanup; paint removal; machinery, electrical, piping, and ventilation system removal; industrial remediation of various non-hazardous and hazardous materials, such as PCBs, mercury, beryllium, and lead; lifting and handling of large contaminated equipment and structures; radiological release of decommissioned facility; control and packaging of radioactive material for shipment. No work will occur that modifies/affects/disturbs facility superstructure. The required service is commercial, prepared in accordance with the information in FAR part 12 and FAR part 15, as supplemented with the additional information included in this notice.

The requirement will be solicited as a total small business set-aside. The NAICS code applicable to this procurement is 562910, Environmental Remediation Services with a size standard of 750 employees. The Product Service Code is F108.

The period of performance for performing the Article 520 in the Effluent Space and associated passageway is anticipated to occur over a 9 month period. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. The solicitation is not yet available. Once available, the solicitation will be posted to this site SAM.gov. The solicitation is expected to be available on or around 22 June 2023.

Solicitation N42158-23-R-E001 and subsequent amendments will be posted to this website (SAM.gov). Prospective Offeror's are responsible for downloading their own copy of the solicitation and for frequently monitoring the SAM.gov website for solicitation amendments. The Government is not responsible for inability of the Offeror's to access solicitation documents posted. Prospective Offeror's should also register at SAM.gov on the interested vendor list under N42158-23-R-E001. No telephone or FAX requests will be accepted, and no hardcopy solicitation/amendment will be mailed or faxed. Offeror's must also be registered in the System for Award Management in order to participate in this procurement at http://www.sam.gov.

All responsible sources may submit a quote which shall be considered by the Government. By submitting a quote, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. By submission of a quote, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at https://www.sam.gov. All questions shall be submitted in accordance with the solicitation, dates and procedures.
