This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 70B03C22Q00000083, and is issued as a request for quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2022-06. The associated North American Industrial Classification System (NAICS) code for this procurement is 562910. This requirement is a total small business set-aside with a small business size standard of $22 million.

All qualified offerors may submit bids. The Government anticipates a single award of a Indefinite Delivery/Indefinite Quantity for Narcotics Extraction and Transportation services to extract and decontaminate illegal contraband/narcotics from within hazardous waste materials found in commercial transportation vehicles at Border Patrol Checkpoints in the South Texas area as a result of this request for quote.

Eligibility: All prospective offerors must have a Unique Entity Identifier (UEI) and be actively registered in the System of Award Management (SAM) website (http://www.sam.gov) and must have valid Representations and Certifications, which is also updated via the SAM database.

Submission Instructions: See attachment A in this solicitation. Also, provide proof of applicable certifications and/or licenses to handle and dispose hazardous materials in the state of Texas; OSHA; U.S. Federal Motor Carrier Safety Administration Standards and U.S. Department of Transportation regulations. At the discretion of the Government, proof of applicable certifications and/or licenses to handle and dispose hazardous materials in the state of Texas maybe requested prior to or at the time of award.

Award Criteria: See Attachment B in this solicitation.

All requested information is REQUIRED in order for a sellers bid to be deemed 'responsive' and to be considered for award.

Refer to attachments for Instructions to Offerors, Evaluation Factors for Award, CLIN Pricing, Statement of Work, Wage Determinations, Clauses and Provisions.

The Government may determine that an offer is unacceptable if the option year pricing is significantly unbalanced. The Government is not required to exercise the option years.

Shipping: Origin for locations listed on the Statement of Work.

Bid MUST be good for 60 calendar days after close of solicitation.

Questions:  Interested offerors must submit questions concerning the solicitation no later than 3 calendar days after the solicitation is released.  This will allow the Government to respond timely to questions prior to expiration of the solicitation.  Questions received after the deadline will be considered on a case by case basis.

If any conflict exists between this summary and the Request for Quote (RFQ) 70B03C22Q00000083, the RFQ and attachments within the RFQ shall control.
