The Library of Congress is conducting market research to determine whether exercise of Option Year II of the National Audio-Visual Conservation Center Equipment Maintenance contract is the most advantageous method of fulfilling the Government's need. See a brief overview of the Statement of Work below:


The Contractor shall provide restoration, corrective, preventive and depot level maintenance support for all existing Audio, Video, Motion Picture Film, Signal Processing, Media Playback & Reproduction, IT (A/V & Multi-Media), MATV/CATV, Satellite and Multimedia equipment and systems; and equipment and out of warranty systems subsequently procured by the LOC NAVCC or the Contractor for the LOC NAVCC. This shall include restoration and refurbishment of legacy equipment procured for or by the LOC NAVCC.

Maintenance support shall include, but not be limited to all restoration, maintenance, repair, calibration, operational testing, and technical support. The contractor shall work together with LOC technical support staff.

The Contractor shall be responsible for on-site preventive and corrective maintenance as well as off-site depot level maintenance. This includes maintenance of all interconnecting cables between subsystems, equipment and IT (A/V & Multi-Media) systems and other connectivity to the maintained equipment, e.g. video cable interconnect, connections to compressed air, connections to power, etc. The Contractor must maintain an off-site repair facility for repair and rework of equipment, subassemblies or modules to the original equipment manufacturer specifications.


Interested vendors are requested to submit Capability Statements which should provide a high level overview of their technical capability and capacity to fulfill the requirements as described above. Capability Statements must not exceed five double-spaced pages and should also include the following:

1) Company Name, DUNS Number, Address, Point of Contact, phone number and email address;

2) Corporate structure (corporation, LLC, sole proprietorship, partnership, limited liability partnership, professional corporation, etc.);

3) References, including name, phone number and email address of individuals who can verify the demonstrated capabilities identified in the responses;

4) Socioeconomic status, including whether the vendor is a woman owned, minority owned, blind or service disabled veteran owned; and

5) Resumes for key personnel that would work on the contract for individuals with knowledge and experience relevant to the requirement described in the draft Statement of Work (Resumes are not counted as part of the 5 page limit for capabilities statements).
