PROGRAM BACKGROUND
The use of NAVAIR METCAL equipment funding is to procure Calibration Standards (CALSTDs) and
Ancillary equipment for Aviation Fleet Intermediate Calibration Activities, Fleet Training Activities and
Aviation Navy Calibration Laboratories (NCLs) to support Aviation Organizational and Intermediate (I)
Level.
This procurement is for:

Engineers use digital proving rings to calibrate the amount of force used within various force testing devices. The devices are made using a ring of metal with a spring-like consistency. Inside The ring there is a screw attached to a dial with measurements on it and a plate that vibrates after being struck with something. The digital device in the center works to show the ring's diameter
after it has been compressed or stretched, which produces a reliable force measurement that can be used for other purposes. Digital Proving Rings expand on the accuracy of the S 1000 Series by reducing operator error associated with reading the micrometer. To use a proving ring, a person
will exert force on the ring in some way-generally either pushing from both ends or pulling it apart, and then strike the plate to start vibrations. At this point, the screw is generally turned until it touches the plate and stops it from vibrating. When the vibration stops, the number on the digital dial will read exactly how much force was used on the ring. The requested models Sl,OOO LBF Capacity S1000-1k, 10,000 LBF Capacity S1000-10K, 3,000 LBF Capacity SI000-3K, and 60,000 LBF Capacity S 1 000-60K are required to replace assets that are no longer reliable, due to aging exterior finish, severe scratches, gouges or other damage caused by wear, water/weather or just missing from the set. The discovery of the proving rings was in a recent inventory audit performed by the METCAL team, checking sites calibration capabilities in our Navy Calibration Laboratories. The proving rings are part of a Proving Ring Set that covers ranges from one thousand to hundred thousand. Specifically, these proving rings are used to calibrate NAVAIR Fleet standards using the existing Morehouse 100,000 Universal Force Calibrator Maintenance assets.
REQUIRED CAPABILITIES
This requirement is a follow-on procurement. The contract type is anticipated to be a contract with Firm Fixed Price (FFP) CLINs.

The appropriate Product Service Code (PSC) is 6695 The North American Industry Classification System (NAICS) Code is 334515 with a Small Business Size of 500 employees.

No phone or email solicitations with regard to the status of the RFI/Sources Sought will be accepted prior to its release. All data received in response to this source sought, marked or designated as corporate or proprietary, will be fully protected from release outside the Government. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted.
Interested Businesses should submit a brief capabilities statement package (no more than one (1)) one-sided, 8.5x11inch pages in length with font no smaller than 10 point) demonstrating the ability to perform the services listed in this notice. Vendor responses shall include the following administrative information:
