This is a presolicitation notice for non-commercial items prepared in accordance with the information in FAR Subpart 13, using Simplified Acquisition Procedures, as supplemented with the additional information included in this notice. This announcement constitutes as the only presolicitation notice.

This is a presolicitation notice for a Total Small Business Set Aside Requirement for a Basic Ordering Agreement (BOA) to be put in place to support the requirements of the Naval Supply Command Weapon System Support (NAVSUP WSS) HX Program for the five (5) year period beginning 2023 through 2028. Portsmouth Naval Shipyard seeks to identify potential vendors capable of manufacturing Level 1 Material for requirements under the BOA.

The North American Industry Classification System (NAICS) is 332722. The small Business Size Standard is 500 Employees and the solicitation will be a Total Small Business Set-Aside. Portsmouth Naval Shipyard intends to negotiate and award multiple BOA orders to small businesses by authority of 10 U.S.C. 2304 (c) and FAR 6.302-1.

The BOA could result in agreements with multiple BOA holders.

The schedule will be negotiated prior to award. Anticipated performance is a five (5) year period beginning 2023 following through to 2028 upon contract award.

The solicitation will be made available electronically upon its release. At that time all technical documents and the BOA Book itself will be made available to interested parties who are approved to receive N*FORN or restricted materials. Paper copies, faxed copies, or email copies of the solicitation will not be provided. Interested parties are solely responsible for monitoring the posting of the solicitation and any amendments thereto. The Government will not pay for information received in response to this notice.
