It is the intent of the National Library of Medicine (NLM), to acquire professional expert management support services to the NIH Business System (NBS) Project Office, Deputy Director for Management and the NIH Director and Deputy Director on behalf of the National Institutes of Health. This solicitation/synopsis is a 100% small business set-aside.
Title: NBS Expert Management Support Services
This solicitation is for the assistance from an individual with an expert understanding of senior federal management, budget and related administrative systems, and experience and expertise in management related issues whom will work independently and not as an agent of the Government.
NIH requires the expert technical consulting services to support the NBS project for a period of three years. Specifically, the contractor shall assist the NBS Functional Manager in the following areas:
Provide overall project and business management assistance to the NBS Project Office. These services include: planning; organizing and coordinating assigned projects and activities for the NBS. The specific current tasks include assistance on the following:
• Performing complex policy and issue analyses for the NBS Project on a myriad of topics as assigned by the Project Manager. Following these analyses, develops appropriate policy documents/memoranda/reports/presentations for NBS review.
• Serves as staff expert to NIH Management and Budget Work Group
• Provides management and budgetary analyses to the co-chairs of the MBWG on issues within the purview of the MBWG.
• Serves as a staff expert to the Clinical Center Governing Board
Project deliverables associated with the above tasks of the NBS, DDM, NIH Director, and Deputy includes:
• Regular written and/or verbal analyses and reports to the Director NBS, the Deputy Director for Management, NIH and as requested the Director and Deputy Director, NIH.
• Monthly reports on all activities performed during the previous month.
• Reports as specified by the Project Manager in conjunction with the activities outlined above.

This is a Request for Quotations (RFQ) and the Statement of Work is attached as well. There are no other documents that will be issued for this requirement at this time.
