Notice of Intent:
The Department of Health and Human Service (DHHS), Administration for Children and Families (ACF), Office of Child Support Enforcement (OCSE) intends to award a Purchase Order to support ACF's efforts to continue training of new policies, initiatives, and systems, shared among the child support community.
In Accordance with 10 USC 2304(c) (1), as implemented by FAR 13.106-1(b)(1)(i) National Child Support Enforcement Association (NCSEA) is the only responsible source that is able to satisfy agency requirements. In order to ensure mission success it is essential to utilize NCSEA unique Web Talks in which no other entity offers this specific training. NCSEA offer a variety of child support based webinars for staff to attend and use in the day to day operations of the program.
Background:
The current contract HHSP233201000153P concludes on February 28, 2015. The intent is to continue this contract for an additional 5 years. The National Child Support Enforcement Association NCSEA is the only entity that provides these child support webinars to the Office of Child Support Enforcement community.
Description:
The National Child Support Enforcement Association NCSEA sponsors monthly child support webinars to the Office of Child Support Enforcement community. In addition, to the monthly webinars this vendor offers two national conferences such as; NCSEA and the NCSEA Mid-Year Policy forum. No other entity offers this specific webtalks and/or conferences regarding this subject matter.
The overall purpose of this event is to have continued training of new policies, initiatives, and systems, shared among the child support community.
Contractors possessing equal capabilities are encouraged to respond in writing no later than January 16th, 2015. All responses should provide at a minimum:
1. Cover Letter/Capabilities Statement illustrating organizations' technical capabilities and expertise, as it relates to the requirements presented in this notice.
2. List of at least 3-5 Past Performance references to include:
