Please see the attached REVISED Specifications and Statement of Work in addition to the following:

The USDA/APHIS/PPQ/NDDTC provides human performance-based training pairing handlers and canines together to conduct agriculture inspections.  The NDDTC utilizes Beagles and Labrador Retrievers to perform inspections in various application pathways.  The NDDTC develops innovative ways for these teams to prevent pests and agricultural diseases from entering the United States through airports, international borders, postal facilities, and cargo areas.

The NDDTC has a high demand for Beagles and Labradors Retrievers to meet training commitments.   An adequate supply of quality working canines will enable NDDTC to produce canine teams that are ultimately deployed throughout the world to protect American agriculture and natural resources.

The NDDTC requires vendors to provide canines to be trained in scent detection that possess the capability to detect pests, pest host material and/or agricultural diseases to protect American agriculture and natural resources.

This requirement calls for the delivery of Beagle and/or Labrador Retriever canines (hereafter “canines”) to be utilized in scent detection that have no prior odor detection training.  The canines shall be purebred Beagles and Labrador Retrievers or canines with predominant characteristics of purebred Beagles and Labrador Retrievers.  Beagles must weigh between 20-35 pounds and Labradors must weigh between 40-70 pounds and all canines must be between the ages of 10 months – 3 years at the time of purchase to be considered.  Canines shall possess high food drive, a strong sense of independence, high work ethic, stable social temperament, environmental soundness, and the ability to work among people without over-socialization, fear, aggressive or rude behaviors.  Any previous history of biting or aggressive behavior is considered unacceptable and the canine will be disqualified for assessment.
