In order to provide valid estimates of media campaign exposure for each state, as part of reporting for CDC's Tobacco Control State Highlights, we propose to purchase from Nielsen Media Research all 2013 television ratings data for tobacco-related television advertising sponsored by state health departments, tobacco control programs, or related not-for-profit foundations, as well as anti-tobacco advertising sponsored by the American Legacy Foundation. Nielsen will provide these data for all Full Disclosure Markets (FDMs). In addition, we will purchase access to 600 AVIs (1-frame/second video copies of ads in the Nielsen data), which will allow us to confirm that ambiguously described ads are actually smoking-related advertising. Finally, we will purchase ratings for selected Automated Discovery Markets (ADMs), which will be validated for comparability with ratings for smoking-related advertising in the FDMs.
This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 (for actions over $150k) 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.
This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
