President Obama, within the Implementation of the Executive Order, "Classified National Security Information", December 29, 2009, directed the Secretary of Defense and Director of National Intelligence to support research to assist the National Declassification Center in addressing the cross-agency challenges associated with declassification.
As described in the implementation of the Executive Order:
• "Promotion of new technologies to support declassification. Striking the critical balance between openness and secrecy is difficult but a necessary part of our democratic form of government. Striking this balance becomes more difficult as the volume and complexity of the information increases. Improving the capability of departments and agencies to identify still-sensitive information and to make declassified information available to the public are integral parts of the classification system."
The primary purpose of this RFI is to discover new technologies to support declassification. In order to meet this objective, DARPA extends an invitation to industry and universities to submit a whitepaper with ideas/concepts that describe feasible new technology or innovative existing technology approach. The whitepaper should include the following:
• A brief summary of the company/team including prior/alternate work, and the team's ability to support this work;
• An overview of the new technology or innovative existing technology approach;
• An explanation of how this new approach will assist the National Declassification Center in addressing the cross-agency challenges associated with declassification; and
• A rough order of magnitude on the cost to develop (not implement) this approach.
