This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60.
The U.S. Coast Guard Surface Forces Logistics Center intends to award a non-competitive, fixed price, sole source contract to the Original Equipment Manufacturer (OEM), Rolls Royce Canada, Limited, for one shipset (one port/one starboard) of Ulstein Aquamaster Model 1350H thrusters (Z-drives).
The North American Industry Classification System (NAICS) code is 333518 and the business size standard is 1,000 employees. This synopsis/solicitation is issued pursuant to FAR 6.203-1 and HSAM 3006.302-1. The resultant contract will be awarded using FAR Part 12. It is the Government's belief that only Rolls Royce possesses the required capabilities to successfully manufacture this equipment and can ensure compatibility with existing onboard equipment and conformity to the OEM design and material requirements.
The Coast Guard has determined, consistent with FAR 6.302-1, that there is only one responsible source and no other supplies or services will satisfy agency requirements.
All design data including data for upgrades made by Rolls Royce to Z-drive units since acquiring the Ulstein product line are proprietary to Rolls Royce.
Concerns having the expertise and required capabilities to furnish the items of this solicitation are invited to submit complete and current information discussing their capabilities within 5 calendar days from the day this notice is posted. The following information must be provided and must include sufficient detail to allow the Coast Guard to evaluate acceptability of the offered system and components: (1) Complete and current engineering data to demonstrate the new drives will include all upgrades made by Rolls Royce, and (2) Any offers from sources other than the OEM will have to include info that demonstrates that they have access to the Rolls Royce data.
