The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS) intends to award a sole source contract under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2), to Michigan State University.
Michigan State University Germonomics Laboratory is the only known laboratory that can provide an assay that detects virulent and non-virulent forms of Newcastle disease. Please see attached justification for more details. The Government anticipates a 5 year Indefinite Quantity Indefinite Delivery (IDIQ) contract. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
