Combined Synopsis Solicitation for Newcomers IT Virtual Platform at Fort Stewart, GA

The Mission and Installation Contracting Command at Fort Stewart, GA has a requirement for a non-personal services contract to provide an online custom design orientation platform for approximately 18,000 visitors and 6,000 newcomers arriving at Fort Stewart and Hunter Army Airfield military installation. The vendor will the allow visitors access to view information about Fort Stewart and Hunter Army Airfield.  The Newcomers will complete a briefing and be required to complete a quiz and receive a completion certificate. The vendor will host and secure all information on the site. The vendor will allow administrators to make/update or change information on the site. The vendor will provide training to administrators to update information on the site as needed. The Government will own all data collected on the web based platform provided by the Contractor. 

The contractor shall custom design a turnkey web based application. Provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the design of the application. As defined in this Performance Work Statement (PWS) except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this PWS.

It is anticipated that this requirement will result in a firm fixed price contract for a base year and four (2), 1 year option periods. This requirement is solicited as a total Small Business Set-Aside under NAICS Code 541511, PSC Code D302. The small business size standard is $30M. In order to be eligible for award firms must be registered as a Small Business under the appropriate NAICS code in the System for Awards Management (SAM). The solicitation will be posted on or about 27 August 2020. Offerors are reminded to carefully review solicitation documents once issued as criteria as stated in the solicitation shall govern. This solicitation will be issued in electronic format only and will be available on BetaSam.gov at https://www.beta.sam.gov.
