The Space and Naval Warfare Systems Command (SPAWAR) in support of the Program Execution Office Command, Control, Communications, Computers, and Intelligence (PEO C4I), Shore and Expeditionary Integration Program Office (PMW 790) intend to issue a Request for Proposal (RFP) for the Next Generation Enclave (NGE). The Deployable Joint Command and Control (DJC2) NGE equipment procurement will replace existing DJC2 enclave components with new computing and networking technologies. The purpose of the resultant contract will be to procure the Commercial off the Shelf (COTS) technology components (e.g. hyper-converged platform, switches, firewall, patch panels, hard drives, and cables) that will ultimately be used by the DJC2 program to form the NGE to modernize and reduce the hardware footprint of DJC2 subsystems while improving system performance, reliability, scalability and supportability.
The resultant Indefinite-Delivery Indefinite Quantity (IDIQ) firm fixed priced contract is anticipated to include a five-year ordering period with step ladder pricing for each year. Based on market research, SPAWAR intends to solicit the requirement as a total small business set- aside under FAR 19.502-2. Offers from other than small business concerns will not be considered. The North American Industry Classification System (NAICS) code for this requirement is 334111 (Electronic Computer Manufacturing) and the Product Service Code (PSC) is 5820 with a small business size standard of 1,000 employees. The solicitation will be issued without further notice and will be available at the SPAWAR E-Commerce Central website at https://e-commerce.sscno.nmci.navy.mil.
