This SECOND DRAFT Request for Proposal (RFP) is to support Next Generation Load Device Medium (NGLD-M) Project Manager Tactical Radios (PM TR) and Product Lead Communications Security (PdL COMSEC) requirement for a NGLD family of replacement for the aging fleet of Simple Key Loader (SKL) devices. This second draft RFP contains revisions/updates as a result of the feedback the Government received from Industry regarding the initial draft RFP posted on 31 July 2020.

Attached to this posting are the Governments responses to the remaining questions asked by Industry regarding the initial draft RFP. The responses provided may not be a reflection of what is included in the final NGLD-M solicitation.

Please note that Section B contains Contract Data Requirements List (CDRLs) up to CDRL H002. The remaining CDRLs will be listed (via Section B) in the final RFP.

The Government will not provide any classified documentation as part of this draft.  Offerors may request the System Requirements Document and SRD Traceability without returning the solicitation NDA.  If Offeror's want to receive the full unclassified/FOUO bidder's library they must return the signed solicitation NDA.
