The Naval Air Systems Command (NAVAIR) intends to conduct a limited competition award in accordance with FAR Part 15 for the Next Generation Jammer (NGJ) Technology Development (TD) contract or contracts. This competition will be limited to companies currently performing NGJ Technology Maturation (TM) contracts as follows: BAE Systems Information and Electronic Solutions, Inc (BAE), Nashua, NH (N00019-10-C-0070); ITT Corporation (ITT), Clifton, NJ (N00019-10-C-0071); Northrop Grumman Systems Corporation (NGSC), Bethpage, NY (N00019-10-C-0072); and Raytheon Corporation (RTN), Goleta, CA (N00019-10-C-0073). The Government intends to procure this effort under the authority of 10 USC 2304 (c) (1) as implemented by the FAR Section 6.302-1. The successful offeror or offerors in the TD phase will be required to advance the fidelity of the Critical Technology Elements (CTE) demonstrations and will include: (1) Technology Readiness Assessments (TRAs) that substantiate Technology Readiness Level (TRL) 6 for Block 1 (mid-band) CTEs and TRL 5 for Blocks 2 (low-band) and 3 (high-band) CTEs; (2) System Design to a Preliminary Design Review (PDR) to establish the functional baseline for all Blocks and an allocated baseline for Block 1; (3) Refining trades to improve system efficiency, reduce weight, and reduce volume of CTEs identified in the TM phase; and (4) Examination of the spectral environment and the technology needed to advance technical demonstration of the NGJ system.
