This is a Small Business Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.
An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Interested parties are expected to review this Notice and the draft Statement of Work (SOW) to familiarize themselves with the requirements of this project; failure to do so will be at your firm's own risk.
Background:
The mission of the National Institutes of Health (NIH) is to seek fundamental knowledge about the nature and behaviors of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability.
The mission of the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) is to conduct and support medical research and research training and to disseminate science-based information on diabetes and other endocrine and metabolic diseases; digestive diseases, nutritional disorders, and obesity; and kidney, urologic, and hematologic diseases and to improve people's health and quality of life.
NIDDK's Division of Kidney, Urologic and Hematologic (KUH) Diseases supports basic research in normal kidney function and the diseases that impair normal function at the cellular and molecular levels, including diabetes, high blood pressure, glomerulonephritis, and polycystic kidney disease. KUH provides research funding and support for basic, translational, and clinical research studies of the kidney, urinary tract, and disorders of the blood and blood-forming organs. Areas of research are in urology includes:
Benign prostatic hyperplasia, urinary incontinence, urinary tract infections, stones, erectile dysfunction, urologic chronic pelvic pain syndromes (including interstitial cystitis and chronic prostatitis), congenital urologic disorders, repair and regeneration of lower urinary tract organs, and normal and abnormal lower urinary tract development and physiology.
Purpose and Objectives:
Data about diseases under the purview of NIDDK - diabetes, digestive diseases, kidney diseases, obesity research, nutrition, and weight control - have valuable, but relatively untapped, sources in public domain. These sources include the NCHS, CMS, AHRQ surveys, and other government programs. Scientists of the NIDDK Epidemiology Committee and non-federal collaborators generate additional data sets. This requirement consists of leveraging on these numerous data sets and mining them for analyses that add epidemiological and statistical value to the current knowledge of diseases studied by NIDDK and broader research community. This work will result in scientific publications in journals and will continually improve online data reports at NIDDK and other sites for scientific NIDDK activities. Findings on the descriptive epidemiology of diabetes, complications of diabetes, characteristics of therapy and medical care among people with diabetes, economic aspects, diabetes in special populations in the U.S. based on national and community-based surveys are to be published in a continually revised edition of the publication Diabetes in America. Similarly, findings on the risk factors. etiology and epidemiology of digestive diseases and obesity, characteristics of available therapy, nutritional assessments, and medical care among people with digestive diseases and obesity, economic aspects of these health conditions, health impact of digestive diseases in special populations in the U.S. will be published as a revised edition of the Burden Report. Findings on the descriptive epidemiology of kidney disease, complications of kidney disease, characteristics of therapy and medical care among people with kidney disease, economic aspects, kidney disease in special populations in the U.S. based on national and community-based surveys are to be published in a continually revised edition of the publication United States Renal Data System Annual Report. Corresponding data on urologic conditions are published in Urologic Diseases in America.
Project Requirements:
The NIDDK shall receive data files from the offeror appropriate from nationally representative samples to enable fulfillment of the NIDDK mission as above. These data should include as complete as possible demographic data including age, gender, race (with as minimal missing data as possible). It is preferred that data would also include information based on claims or other fields to indicate comorbid conditions of interest (diabetes, hypertension, kidney disease, digestive diseases, among others). It is preferred that at least ten years or more of data is available, and that data is structured to allow longitudinal follow up of individual patients over time. However, data sets provided should not include personally identifiable information (PII) but should contain anonymized individual level identifiers to link various data sets as needed. It is also preferred that data include laboratory values, medication use, vital signs data (height, weight, blood pressure, others as available), and provider notes in a natural language searchable fashion, as well as structured data (review of systems, physical examination, etc.) where possible. Data should be refreshed annually over a contract span of five years (base plus four option years).
Customer support to allow proper operation and analysis will also be required.
Anticipated Performance Period:
September 1, 2019 - August 30, 2024(includes Base Year plus four (4) ( Option Years)
Tailored Capability Statements shall demonstrate a clear understanding of all requirements specified in the Statement of Work. Tailored Capability Statements for this requirement shall address the following:
1. Demonstrate the ability to meet the mandatory criteria as noted above.
2. Document composition and qualifications of the proposed staff. Specifically, the following positions will be required:
- Principal Investigator
- Medical Expert
- Statistician(s) / Data Analyst(s)

Interested qualified small business organizations should submit a tailored capability statement
for this requirement not to exceed twenty (20) single sided pages including all attachments,
resumes, charts, etc. (single spaced, 12-point font minimum) that clearly details the firm's
ability to perform the aspects of the notice described above. Tailored
capability statements should also include an indication of current certified small business
status; this indication should be clearly marked on the first page of your capability statement
(preferable placed under the eligible small business concern's name and address) as well as
the eligible small business concern's name, point of contact, address and DUNS number.
2. Number of Copies:
