This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NIH-NICHD-2019-444 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-88. The North American Industry Classification (NAICS) Code is 541519 and the business size standard is $15.0M. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institute on Diabetes, Digestive, and Kidney Disease (NIDDK) intends to contract on a sole source basis with OptumInsight Life Sciences, 1100 Optum Circle, Eden Prairie, MN. 55344 to access OptumInsight's data related to healthcare claims stratified by race and other social economic factors.
Background
NIDDK's Division of Kidney, Urologic and Hematologic (KUH) Diseases supports basic research in normal kidney function and the diseases that impair normal function at the cellular and molecular levels, including diabetes, high blood pressure, glomerulonephritis, and polycystic kidney disease. KUH provides research funding and support for basic, translational, and clinical research studies of the kidney, urinary tract, and disorders of the blood and blood-forming organs.
Areas of research are in urology includes:
Benign prostatic hyperplasia, urinary incontinence, urinary tract infections, stones, erectile dysfunction, urologic chronic pelvic pain syndromes (including interstitial cystitis and chronic prostatitis), congenital urologic disorders, repair and regeneration of lower urinary tract organs, and normal and abnormal lower urinary tract development and physiology.
NIDDK's Division of Digestive Diseases and Nutrition (DDN) has responsibility for managing programs in basic and clinical research, as well as training and career development, related to liver and biliary diseases; pancreatic diseases; gastrointestinal diseases, including neuroendocrinology, motility, immunology, absorption, and transport in the gastrointestinal tract; nutrient metabolism; obesity, weight control, bariatric surgery; nutrition research, and eating disorders. NIDDK published two reports on the burden of digestive diseases in the United States in 1994, 2008, and a new edition is underway.
The current Burden of Digestive Diseases in the United States report will include pertinent information on the frequency, health impact, and cost of major digestive diseases and covered health conditions. A primary purpose of the Burden Report is to provide critical information to assess the state-of-the-science in digestive diseases and the related NIH research portfolio, with a view toward identifying areas of research challenges and opportunities to guide the NIDDK leadership -along with the investigative and lay communities- in pursuing important research avenues to combating digestive diseases.
Considerable strides in digestive diseases, nutrition, and obesity research are being made on an ongoing basis in community-based and national surveys, and a continual update that compiles these data is needed.

This requirement consists of leveraging and mining patient claims data that are not in the public domain that add epidemiological and statistical value to the current knowledge of diseases under the purview of NIDDK. In order to develop the national trend reports under its purview, NIDDK must have access to a national pool of claims data with race-by-sex stratification in addition to other geographic and socioeconomic factors such as zip code, income, and education.
This work will result in scientific publications in journals and epidemiological reports published online at NIDDK that include:
Findings on the descriptive epidemiology of diabetes, complications of diabetes, characteristics of therapy and medical care among people with diabetes, economic aspects, diabetes in special populations in the U.S. based on national and community-based surveys are to be published in a continually revised edition of the publication Diabetes in America.
• Findings on the risk factors, etiology and epidemiology of digestive diseases and obesity, characteristics of available therapy, nutritional assessments, and medical care among people with digestive diseases and obesity, economic aspects of these health conditions, health impact of digestive diseases in special populations in the U.S. will be published as a revised edition of the Burden Report.
• Findings on the descriptive epidemiology of kidney disease, complications of kidney disease, characteristics of therapy and medical care among people with kidney disease, economic aspects, kidney disease in special populations in the U.S. based on national and community-based surveys are to be published in a continually revised edition of the publication United States Renal Data System Annual Report.
• Findings on corresponding data on urologic conditions are published in Urologic Diseases in America

B. COST/PRICE EVALUATION
Offeror proposed price shall be evaluated on reasonableness for the Government to purchase the data license.
For a price to be reasonable, it must represent a price to the government that a prudent person would pay when consideration is given to prices in the market. Normally, price reasonableness is established through adequate price competition, but may also be determined through cost and price analysis techniques as described in FAR 15.404.
