The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Bethesda, Maryland. The sole source determination is based on the fact the purchase of the Nikon Ti-E inverted microscope main body is made to specifically interface with the Nikon series objectives, phase rings, IC optics and mercury are lamp housing. The instrument allows the filter cube to move rapidly at 300ms from position to position. In addition, the Ti-E microscope system is equipped with a continuos Perfect Focus function, which updates every 10ms with offset height, performed optically with linear encoder and offset lens. NIKON is the only manufacture of the T-iE inverted microscope system which fulfills the government’s requirements to simultaneously measure fluorescent recovery after photo bleaching and acquire high resolution confocal images using a spinning disk confocal scanner. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
