The Regional Contracting Office - National Capital Region intends to award a Firm Fix Price sole source contract to the individuals listed below in support of Marine Corps University (MCU), Command and Staff College (CSC), Nine Innings Exercise located at Marine Corps Base, Quantico, VA 22134. The complex nature of the Nine Innings exercise requires a combination of assigned CSC faculty that are augmented by experienced Highly Qualified Experts (HQE). These HQEs apply their diverse backgrounds and operational capabilities to educate and mentor students throughout the planning process. Their subject matter expertise is applied in a teacher/mentor role and thus demands the nuanced approach to guide and vector students to apply the skill sets gained from a challenging curriculum. As a "real-world" exercise, the HQE must understand the operating environment, the roles/missions/responsibilities of the military, other government agencies, and others' national interests in the region. Each HQE must quickly immerse themselves within the real-world problem set, respect the span of control, coordinate with partner HQEs and CSC faculty, and harmonize their qualified insights to make Nine Innings the capstone experience our students need to validate the 10-month curriculum.
