Fermi Research Alliance, LLC (FRA) intends to acquire fabrication services for the following requirements: Niobium Cavity Material for 650 MHz LB 5-Cell Cavity Fabrication, in accordance with the attached specifications and drawings. The resultant subcontractor shall furnish all materials, personnel, facilities, support, and management necessary to meet these requirements.

THIS IS A BEST VALUE SOURCE SELECTION. PROPOSAL EVALUATION FACTORS ARE MORE IMPORTANT THAN PRICE. Award will be made to that Offeror or Offerors whose proposal contains the combination of technical factors offering the overall best value to FRA. This will be determined by comparing differences in the value of technical and/or management features with differences in price. FRA is more concerned with obtaining superior technical or management features than with making an award at the lowest overall price. However, FRA will not make an award at a significantly higher overall price to achieve slightly superior technical or management features. The importance of price may increase as the difference in technical ratings decreases.
