SOURCES SOUGHT NOTICE
The National Institute of Standards & Technology (NIST) seeks information on vendors that are capable of providing a Digital Servo System and stuffed PC boards used in the NIST digital servo systems as described in the draft specifications. The purpose of this notice is to identify organizations capable of providing the necessary item and meeting the minimum contractor qualifications.

This announcement is not a Request for Proposals or Quotes (RFP/RFQ) and does not commit the Government to award a contract now or in the future. The information contained in this notice is DRAFT only and as such, is subject to change prior to issuance of a solicitation. No solicitation is available at this time.

After results of this market research are obtained and analyzed, NIST may conduct a competitive or non-competitive procurement and subsequently award a contract. NIST will use the results of this sources sought notice to determine whether to proceed on a sole source basis or competitively if it is determined that other vendors could potentially meet NIST's needs. This requirement is assigned a NAICS code of 334516 with a small business size standard of 1000 employees.

Interested business organizations that believe they are capable of meeting the requirement should submit electronic copies of their capability statement. Please limit responses to four (4) pages or less. Responses should include the following information:

1. Name of company that will provide product.
2. Name of company that will manufacture the product.
3. Spec sheets and examples of products that meet the specifications.
4. Typical lead time to deliver the product after receipt of order.
5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.

Any proprietary information should be so marked. The written capability statement should be received by the Contracting Officer no later than 11 a.m. MST Monday, February 13, 2017. The capability statement shall identify the business status of the organization.

 

 

SPECIFICATIONS
NIST digital servo systems, and stuffed PC boards used in the NIST digital servo systems

BACKGROUND:
The NIST ion storage group of the Time and Frequency Division conducts experiments that support the NIST mission on atomic clock development and quantum information science. As part of this work the group requires servo control systems for high speed control of the frequency and amplitude of lasers. This work is supported by both NIST and other agencies.

PURPOSE:
To achieve maximum servo control performance, Dr. David Leibrandt of the NIST ion storage group has designed and engineered a digital servo system based on an FPGA (Field Programmable Array). This NIST designed unit is called the "NIST digital servo system". The purpose of this requisition is to obtain multiple copies of the NIST digital servo system, and multiple copies of the fully stuffed PC boards used in the NIST digital servo system.

DELIVERABLES:
Ten units/copies of the complete enclosed NIST digital servo system (not including the FPGA which will be separately installed by NIST), as well as 5 units of the stuffed printed circuit board (also not including the FPGA) used in the NIST digital servo system. Delivery is required within 8 weeks of the receipt of the order in order to meet milestones for the different projects that require the servo systems.

TECHNICAL SPECIFICATIONS:
To ensure compatibility with the currently employed NIST digital servo system, the delivered systems must match the current design. The system is based on an FPGA evaluation board made by Opal Kelly, model XEM6010-LX150. The board communicates with a PC via USB, using drivers and C++ and Verilog libraries provided by Opal Kelly. Key specifications include:
• 2 analog input channels (LTC2195, 16 bit, 100 MSPS)
• 2 analog output channels (AD9783, 16 bit, 400 MSPS)
• 1 analog output channel (AD5791, 20 bit, 1 MSPS, amplified to 0V to +65V output)
• Several digital I/O channels
• Latency (ADC, digital processing, and DAC) including PI filter: 320 ns

TECHNICAL CONSIDERATIONS:
Full compatibility with the currently employed system requires transferring the details of the current NIST digital servo design. This has been previously accomplished to the company Technosystem. The transfer was done by Dr. Joe Britton, a former NIST associate, who now is employed by the Army Research Lab. Dr. Britton has received 25 copies of the complete enclosed NIST digital servo system.

GOVERNMENT FURNISHED PROPERTY OR INFORMATION: As discussed under Technical Considerations, the NIST servo system design must be transferred to the supplier. This has already been accomplished with the company Technosystem.

DELIVERABLE SCHEDULE:
Delivery shall be no later than 8 weeks after receipt of order.

INSPECTION AND ACCEPTANCE:
End user will inspect and test the merchandise upon delivery.
