The Library of Congress, National Library Service for the Blind and Physically Handicapped (NLS/BPH) provides audio playback machines and accessories to those U.S. citizens who are certified by a competent authority as unable to read standard printed material because of a physical limitation. Headphones are an essential accessory for patrons who wish to enjoy audio books either in private or without disturbing others in their immediate area.

The contractor shall provide a stereo headphone of a style similar to that shown in Figure 1. The stereo headphone shall be lightweight with on ear cups, foam ear cushions, adjustable headband, and 3.5mm stereo plug. All headphones shall be manufactured with a high degree of quality workmanship and product reliability

The contractor shall provide all plant, labor and material to deliver the quantity of stereo headphones indicated in delivery orders issued against the contract.

The contractor shall:

1. Provide 2 bid samples with their bid package. NLS/BPH specified packaging and marking are not required for the bid samples.

2. Provide 20 production control samples for evaluation and inspection.

3. Provide qualification test results verifying compliance with specifications.

4. Provide manufacturing quality assurance procedures.

5. Provide organization charts showing quality assurance, engineering and production departments.

6. Provide inspection samples for each lot delivered to satisfy delivery order.

7. Package all headphones as specified in section C.4.3

8. Conform to the mechanical requirements as specified in section C.6.2.

9. Conform to the electrical requirements as specified in section C.6.3.

10. Include all costs for shipping and handling of document, samples, and delivery orders in the quoted unit cost.
