(13) Description: THIS IS NOT A REQUEST FOR PROPOSALS. This is a notice of intent to award a sole source contract to Rockwell Collins, Inc. for work on the E-3 Airborne Warning and Control System (AWACS) DRAGON program, utilizing the authority under FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements (10 USC 2304(c)(1)). The DRAGON upgrade, which modernizes the AWACS cockpit from analog to digital configuration, was developed by The Boeing Company. The subject requirement, supporting the initial production phase of the DRAGON upgrades, is for five (5) B-Kits, support services, as well as ancillary supplies required to incorporate the B-Kits to other components of the DRAGON upgrade and E-3 aircraft.
(14) This notice does not constitute a Request for Proposal (RFP). Interested parties may submit a capabilities statement which shall be considered by the Government to the identified point of contact no later than the closing response date listed above. No RFP will be issued based upon this notice. The Government will not pay for any information received in response to this NOCA nor will the Government compensate a respondent for any costs incurred in developing the information provided. This notice is not a commitment from the Government.
(15) An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.
