NOTICE OF INTENT FOR SOLE SOURCE PROCURMENT OF EUCOM/AFRICOM VIRTUAL BATTLESPACE 3

INTENT OF THE NOTICE: In support of The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) International Product Office (IPO), the Army Contracting Command (ACC-ORL) intends to issue a contract to Bohemia Interactive Simulations (BIS) on a sole source basis as the only responsible source that can provide the Virtual Battlespace 3 (VBS3) Army-wide software licenses, license server maintenance, commercial software updates, technical support, and training based on the PEO STRI International Product Office (IPO) requirements.

REQUIREMENTS: The Government requires eight (8) VBS3 suites to include software, licenses, hardware, technical assistance, and instructor/operator training for countries in

EUCOM and AFRICOM.

Requirements of the effort by country are as follows:

(1) Three (3) VBS suites for EUCOM country. System requirements include:

    Anticipated delivery of equipment will take place 6 months after contract award.
     

The determination to issue this notice is based on market research that was conducted between July 2019 – March 2020 consisting of querying of Government databases, use of internet tools/web searches, review of the results of recent market research on similar or identical requirements, and attendance to the Interservice/Industry Training, Simulation and Education Conference (I/ITSEC) which garnered no identification of potential sources for the VBS3 licenses or a suitable replacement for this requirement.

SPECIAL REQUIREMENTS: Any resulting contract shall be compliant with the specialty metals restriction of the Berry Amendment (10 U.S.C. 2533a and 2533b) in accordance with DFARS clauses 252.225-7008 and 252.225-7009.

PROGRAM DESCRIPTION: The PEO STRI IPO has a requirement to procure VBS3 software licenses, hardware, new equipment training (NET), and technical support. VBS3 is a commercial game-based first person shooter capability developed by BISim. The Government anticipates awarding a firm fixed price (FFP) contract to purchase VBS3 software licenses, license server maintenance, commercial software updates, technical support, and training.

Name of Intended Contractor is Bohemia Interactive Simulations (BIS), 3050 Technology Parkway, Suite 110, Orlando, FL 32826. BIS is the original developer of the VBS3 commercial gaming engine, and holds all of the current developmental tools, licenses and agreements with the game and model developers (intellectual property and software licensing).

The contract will be issued on a sole source basis in accordance with FAR 6.302-1. Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.

RESPONSES: The proposed contracting action is for training systems, components, and technical support for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested firms may identify their interest and capability to meet the requirement and submit their response no later than 2:00pm (Eastern Standard Time) on 18 April 2020.  This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
