This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Lutron Service Corp Inc. to procure Quantum Vue Upgrade and Gold Technology Support Plan.

The Lutron lighting software that controls how 5601 Fishers Lane lighting functions needs an
upgrade. The upgrade package comes with a 1-year Technology Support. NIAID at 5601
Fishers Lane will need the Lutron Lighting System upgraded with new software. The current
system is operating on software that was installed when the building was constructed in
2013. This software has frequent failures which in turn affects how the building lighting
systems functions. Not having this software upgrade performed will mean that 5601 Fishers
Lane will continue to see issues with lighting controls and not remain energy efficient and
LEED compliant, and the possibility of a complete system failure. The upgrade package
comes with a 1-year Technology Support.

The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2135766 to Maliaka Pinkney at [email protected], by 12:00 pm eastern standard time September 12, 2022. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
