In accordance with (IAW) Federal Acquisition Regulation (FAR) 15.201 "Exchange with industry before receipt of proposals" and (FAR) 52.215-3, "Request for information or Solicitation for Planning Purposes," this RFI is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation or commitment by the Government. The Government assumes no financial responsibility for the costs incurred by responding to this RFI. All costs incurred are entirely at the Offeror's expense. Furthermore, USAMRAA is not seeking proposals and will not accept unsolicited proposals. The information in response to this RFI is purely voluntary and will aid the Government in determining if there are qualified sources of supply available in the marketplace to pursue a small business set-aside or procured through full and open competition. The Government is considering a multiple-award Blanket Purchase Agreement (BPA) IAW FAR Part 13.303 Blanket Purchase Agreement. This RFI does not restrict the Government to an ultimate acquisition approach. No evaluation letters and/or results will be issued to the respondents. At this time, no solicitation exists; therefore, please do not request a copy of the solicitation. NO PHONE CALLS PLEASE. Offerors not responding to this RFI will not be precluded from responding to the solicitation. When the solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov. Background: The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) serves as the Department of Defense (DoD) lead laboratory for medical biological defense research. USAMRIID's mission is to conduct basic and applied research on biological threat agents resulting in medical solution to protect the warfighter. To accomplish this mission, the USAMRIID depends on a consistent and robust availability of Non-Human Primates (NHPs). The USAMRIID relies on NHP vendor core competencies and expertise in the acquisition, transportation, testing, quarantine, conditioning and holding services for NHPs, specifically African Green Monkeys (AGM), Cynomolgus Macaques, Marmosets, and Rhesus Macaques. NHPs are considered a critical component of the biodefense research program and to conduct timely execution of research projects.
