The Naval Air Systems Command (NAVAIR) intends to issue a modification to delivery order under Basic Ordering Agreement N00019-07-G-0008 to the Bell-Boeing Joint Project Office, 401 Tiltrotor Drive, Amarillo, TX 79111 on a sole-source basis for non-recurring and recurring engineering generally including, but not limited to, electrical wiring and hardware improvements to improve system reliability, software/firmware improvements to improve system performance, support/maintenance equipment to improve system maintenance and technical manual revisions for the Interim Defensive Weapon System (IDWS) mission kit on the MV-22 tiltrotor aircraft. This effort also includes FSR support of the IDWS mission kit for deployed MV-22 aircraft concerning support such as maintenance and operations planning and training, troubleshooting analysis, spares and repairs management, and reliability performance monitoring and trend analysis. Bell-Boeing is the sole designer, developer, and producer of the V-22 Tilt-Rotor Aircraft and is the only source that possesses the technical data and requisite knowledge of properly integrating aircraft components with tiltrotor technology and has the necessary infrastructure in place to properly support the IDWS mission kit on the MV-22 aircraft in the time required to meet operational and combat needs.
