The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to award Northrop Grumman Systems Corporation – Aerospace Systems (NGAS), San Diego, CA, a sole source Delivery Order under BOA N0001920G0005 in support of the MQ-4C program.  NGAS will provide the necessary Non-Recurring Engineering (NRE) in support of various Engineering Change Proposals (ECPs). The NRE tasks include, but is not limited to: Ground Segment (GSEG) Router Diminishing Manufacturing Source (DMS), Pressure Transducer DMS, IFC Configuration Updates, Aileron Hinge Fitting Replacement, TSCP Termination Resistor updates, RSP Power Supply Fan Alteration, MFAS Power Cycle Improvement, Isilon DMS, and Non-compliant Fire Zone Wire upgrades. The NRE is in support of both MQ-4C Aircraft and Ground Segments. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition  under Title 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”  As the sole designer, developer and manufacturer of the MQ-4C Triton UAS, NGAS is the only source with the requisite knowledge, experience, engineering expertise, and technical data required to meet the Government’s requirements within the program’s cost and schedule constraints.
