The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement N00019-07-G-0008 with the Bell Boeing Joint Program Office on an other than full and open competitive basis. This order will cover non-recurring engineering for the integration, testing, and qualification of the Model K Voice and Data Recorder (KVADR) and the Miniaturized Airborne Global position system Receiver 2000 (MAGR S-24) Selective Availability Architecture Security Module (SAASM) into the V-22 aircraft. Bell-Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the engineering data, technical skills and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics of the aircraft to complete the effort in the time required.
