This synopsis constitutes a Notice of Proposed Contract Action (NOCA) by the Air Force
Life Cycle Materiel Command, Aerospace Management Division, Mission Planning
Contracting, AFLCMC/HBMK, Hanscom AFB, MA 01731, of the intent to solicit a
proposal from and negotiate a contract with The Boeing Company for the B61-12 TailKit
(TKA) Fly-Out Model (FOM) source code to 64-bit Windows 10 and Red Hat Linux.
This synopsis is for a proposed contract IAW FAR 5.201(b)(i), for which the
Government intends to solicit and negotiate with only one source, IAW
10 U.S.C. § 2304(c)(1) as implemented by FAR 6.302-1, “Only One Responsible Source
and No Other Supplies or Services Will Satisfy Agency Requirements.” The Boeing
Company is the only firm capable of meeting the Government’s requirement for
providing the B61-12 TKA FOM. This is due to the fact that The Boeing Company is the
only firm with the appropriate data rights needed to complete the conversion. To
compete this effort would cause the Government to incur a substantial duplication of
costs because another contractor would have to purchase the rights or develop another
solution.
This notice does not constitute a Request for Proposal, nor does it restrict the Government
as to the ultimate acquisition approach. No Request for Proposal will be issued based upon
this Notice of Intent. The Government will not pay for any information received in response
to this NOCA nor will the Government compensate a respondent for any costs incurred in
developing the information provided to AFLCMC/HBMK. This notice is not a
commitment from the Government.
