NOTICE OF INTENT TO AWARD SOLE SOURCE:
Synopsis:
This announcement constitutes a Notice of Contract Action (NOCA), by the Air Force Nuclear Weapons Center (AFNWC), VLF Enterprise Program Office (NC) Hanscom AFB, MA, for a noncompetitive contract with Collins Aerospace. This synopsis is to provide for a Research Development Test and Evaluation (RDT&E) contract to provide operationally relevant testing of the Special Mode A (SMA) waveform by loading the waveform into an existing VLF receiver and performing flight test of that configuration. In preparation for testing, the contractor must develop a laboratory demonstration procedure and conduct a laboratory transmit-through-receive demonstration of the prototype waveform using capable E-6B Mission Software and a modified KGR-72. Collins Aerospace is the original equipment manufacturer for the KGR-72, which is the receiver for the CVRi1 program that is already being deployed on other platforms.
Anticipated award date April 2020.

An Ombudsman has been appointed in accordance with AFFARS 5352.201-9101, and does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting Officer.
