PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Illumina, Inc., 5200 Illumina Way, San Diego, California for the purpose of procuring a service agreement for its existing MiSeq FGx instruments.

DSU is in the process of evaluating NGS instruments and technologies in order to support the FBI Laboratory's DNA program activities by advancing the technologies applied to DNA casework and expanding the range of specimens from which probative data can be recovered. DSU's pilot studies to date have been conducted using the MiSeqFGx, an NGS instrument manufactured by Illumina, Inc. Now that NGS has been established as a worthy technology for future DNA casework application, and in order for DSU to continue its evaluation of the Illumina platform, a maintenance contract for the MiSeq FGx instruments is required. The contract will ensure that software updates, preventive maintenance needs, instrument failures, instrument upgrades, and other necessary items are addressed in a timely and cost-effective manner. This will in turn ensure that instrument testing can progress unhindered. The maintenance/service requirements are listed below.

• Service Agreement for 2 MiSeq FGx instruments
• Service Agreement for FGx Server
• Coverage to include all parts and labor
• 1 Preventative Maintenance service visit per year
• Adequate and timely on-site response/support when necessary

Based on market research, and Government end-users, it has been determined that Illumina, Inc. is the sole manufacturer and distributor of the MiSeq FGx instrument and its associated peripherals; therefore, they are the only company capable of providing the necessary service and support to include software updates, preventive maintenance, instrument failure coverage, instrument upgrades, etc. for these instruments.
