The Defense Logistics Agency, DLA strategic Materials has a requirement to develop and submit a Re-characterization Test Plan (RTP) as part of the Contractor's proposal, which the Government will review and agree to prior to the award of the program. The RTP shall outline the Contractor's procedure of heat treatment of the beryllium metal billets, density and dye penetrant inspection of each beryllium billet, machining test coupons from the beryllium metal billets, and how the test coupons will be tested to show the NDS material is in compliance with Aerospace Material Specification, Standard-Beryllium Bars, Rods, Tubing, & Shapes Standard Grade), AMS7906, latest revision. The two (2) NDS beryllium billets to be re-characterized. The Contractor should include a list of all equipment that will be utilized in the RTP, and show verification that all equipment is calibrated correctly. The Contractor shall machine test samples from the NDS material which will be used for testing. The Contractor shall follow National Stockpile Purchase Specification, P-110a-R1, Beryllium Metal Hot Pressed Powder Billet, Grade a Type for the test coupon preparation.

DLA Strategic Materials Directorate of Contracting located in Fort Belvoir, VA intends to solicit and award a firm fixed price contract on a sole source basis to Materion Brush Inc. of Elmore, Ohio, for a period of performance of 120 days in accordance with FAR 13.501. This action will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, Subpart 13.5, Test Program for Certain Commercial Items. There are no set-aside restrictions for this requirement. The North American Industry Classification System (NAICS) code for this effort is 541380, Testing Laboratories, with a small business size standard of 500 employees. The Government intends to solicit only with Materion Brush Inc. and to award this requirement under the authority of FAR 13.501. The anticipated award date is no later than September 19, 2018. The prospective contractor must be registered in the System for Award Management (SAM) database in order to be eligible for award. This notice of intent is not a request for competitive proposals. There is no solicitation document. No Request for Proposals will be issued. However, all information received within ten (15) calendar days from the publication of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within the discretion of the Government.
