The Naval Medical Readiness Logistics Command (NMRLC) intends to award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract under the authority of FAR13.501 to Oak Hill Genetics located at 21434 Oak Hill Road, Ewing, IL 62836. The IDIQ contract will be for the purchase of Yorkshire and Landrace swine.

To support ongoing research efforts, Naval Medical Research Unit-San Antonio (NAMRU-SA) has a requirement for the purchase of Yorkshire and Landrace swine. The IDIQ contract will be for the purchase of up to 600 healthy male and female Yorkshire and Landrace swine per 12 month ordering period. The contract will have a base 12 month ordering period and four optional 12 month ordering periods (to be exercised at the discretion of the Government).

Oak Hill Genetics has provided the swine used in previous NAMRU-SA studies for the protection, resuscitation, and stabilization of patients in trauma. In order to ensure consistency in the follow on studies, the swine must be sourced from the same vendor that provided the swine for the initial studies. Use of another supplier of swine introduces inconstancies into the studies, will invalidate past results and would require the former studies to be re-conducted. For these reasons, Oak Hill is the only source that meets the Government’s requirements.

If capable sources are not identified through this notice, then NMRLC intends to award a sole source contract under the authority of FAR 13.501 to Oak Hill Genetics.

This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement.  Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work.  Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point.  All capability statements received by the due date of this notice will be considered by the Government.  A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.  A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
