1. The U.S. Securities and Exchange Commission (SEC) intends to award a contract on a sole source basis to Municipal Bond Information Services (MBIS) LLC, 9 Blackford Rd, Exeter, NH 03833. The SEC requires access to MBIS' data solution. This contract will be for a base period of twelve (12) months with four (4) 12-month option periods. The contract will also include FAR Clause 52.217-8 - Option to Extend Services, which allows the Government to extend the contract performance up to an additional six (6) months.
The SEC has the following requirement:

- MBIS Intra-Day File
- MBIS Comparable Security Service
- AP/MBIS Benchmark Yield Curve

Municipal Bond Information Services, LLC has been the only source identified that can meet the SEC's requirement. The SEC intends to solicit and negotiate with only one source under the authority of FAR Subpart 13.5 in accordance with 41 U.S.C. 1901. This notice of intent is not a request for competitive proposals. Interested sources may submit a capability statement, proposal, or quotation which will be considered by the agency. The Government will not be responsible for any cost incurred in preparation of statements, proposals, or quotations. Information received will normally be considered solely for the purpose whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
