The U.S. Food and Drug Administration (FDA) intends to award a firm fixed price purchase order to Charles River, 251 Ballardvale St, Wilmington MA, under the authority of FAR 13.106-1(b)(1).
The NCTR, Division of Neurotoxicology has an approved scientific study requiring the use of guinea pigs (E07825.01). Researchers within the division anticipate using guinea pigs in a series of future studies. Owing to project requirements guinea pigs must be used. This work builds on previous findings using Hartley guinea pigs obtained from Charles River (E03006.01 and previous segments of E07825.01). It has been well established that different vendors of experimental animals have idiosyncratic factors (genetics, environment, breeding strategy, and others) that can influence the biology of the animal. Two groups of animals born on the same day, but at different facilities, may respond in a different manner to a manipulation. To maintain project continuity, going forward we need to purchase animals like those previously used (female Hartley guinea pigs, 6-8weeks of age at arrival).
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The statutory authority for this sole-source procurement is FAR 13.106-1(b)(1).
This notice of intent is not a request for competitive proposals. Responsible sources who believe they may submit a capability statement to Warren Dutter at [email protected] on or before February 13, 2024 at 1:00 pm Central Time (CT). A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
