The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source contract to Evans Berger Scientific Inc (EBS), located at Reston, VA 20190 for an effort entitled “Research, Development, Test, and Evaluation (RDT&E) Subject Matter Expert (SME) Treaty Support.” The statutory authority for this non-competitive action is 10 U.S.C. 2304(c)(1) or 41 U.S.C. 25399(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This acquisition will be set aside 100% to small business. The details as below:

The National Security Council (NSC) tasked DTRA to manage the U.S. Technical Equipment Inspection (TEI) Program and to provide certification and subsequent inspections of foreign arms control equipment intended for use in and around U.S. facilities. The TEI Program is currently applicable to Foreign Inspection Team (FIT) equipment and supplies for the New Strategic Arms Reduction Treaty, the Treaty on Open Skies, International Atomic Energy Agency agreements, and the Chemical Weapons Convention, and may expand operations for future arms control treaties and agreements. DTRA requires unique and highly specialized SME and technical support that focuses on mission critical inspection, verification and certification processes for digital sensors under the Treaty on the Open Skies. These sensors include electro-optical (EO) sensors, infrared (IR) sensors, and synthetic aperture radar (SAR).
The scope of this requirement includes RDTE of equipment, methodologies, and other support essential to DTRA’s mission with respect to United States government (USG) treaties, primarily focusing on Open Skies. SME Technical Support for this project encompasses only work on the EO sensor characterization devices (SCDs) and shall include investigating and analyzing recent and potential equipment modifications to verify and validate these modifications and conducting an analysis of alternatives for the incorporation of additional capabilities and other potential modifications and changes to components.
EBS is the only responsible source capable of fulfilling this requirement without substantial duplication of cost to the Government that is not expected to be recovered through competition.
THIS IS NOT A REQUIREMENT FOR COMPETITIVE PROPOSALS. Interested parties have fifteen (15) days from the date of publication of this notice to submit in writing to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Reponses received after fifteen (15) days, with or without the required information, will be considered non-responsive to this notice and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the Government's discretion. The Government will not reimburse for any expense incurred to respond to this notice.
