This is a notice of intent to increase the ceiling of Contract N66001-14-C-4016 to Wake Forest University Health Sciences, awarded by SSC Pacific on behalf of
the Defense Advanced Research Project Agency Defense Sciences Office
(DARPA/DSO) on 31 January 2014 . This effort extrapolated the achievements of
the REMIND program to circumstances that facilitated application of the memory
prosthesis device developed for nonhuman primates (NHPs), to human patients
undergoing surgery for brain disease conditions such as epilepsy in order to
restore retention of item specific information necessary for cognitive
function. The Wake Forest team has demonstrated for the first time that a
direct neural interface could be used to write in specific neural codes into
the brain to facilitate memory formation and recall in human subjects. This
groundbreaking discovery is advancing DARPAs neurotechnology portfolio in
support of former President Obamas BRAIN Initiative. This effort seeks to
additional tasking to extend testing of Sparse Multi-Input, Multi-Output (MIMO)
Model to additional epilepsy patients identified as having a history of
Traumatic Brain Injury (TBI) or Repeated Moderate Brain Injury (RMBI) for
increased insight into applicability for Service members with TBI.
The NAICS code for this procurement is 541712. Due to the nature of Research
and Development efforts, DARPA could not have reasonably estimated the results
of the research from this program, which has seen breakthroughs that will
benefit from continued research under this current contract. This action
includes a ceiling increase of approximately $991,732 and extends the period of
performance through 7/30/2020. This notice of intent is not a request for
competitive proposals or quotes and will be posted for 15 days. A determination
by the Government not to compete based upon response to this notice is solely
