NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Biomark Inc. to provide and install Coho Salmon monitoring and communication system on San Lorenzo River.


The National Marine Fisheries Service (NMFS), Santa Cruz Laboratory, National Oceanic & Atmospheric Administration (NOAA), Department of Commerce (DOC) has a requirement for installation of monitoring and communication system on San Lorenzo River. This will allow the NMFS, Southwest Fisheries Science Center salmon restoration program to accomplish its mission of studying transient population to further salmon restoration on site and develop research models for general use. Biomark Inc. provide a stationary reader for fish and wildlife Pit tag monitoring applications that auto-tunes to capture signals of diverse Pit tags , they also provide remote access to tag code and diagnostic information via Biomark Data Collection Application (DCA) this is a proprietary service or function that Biomark developed. A critical requirement of this contract aside from proprietary hardware are management of the data that is collected and processed by Biomark technicians before it is transmitted to NOAA researchers.

This notice represents the only official notice. This notice of intent is not a request for competitive proposals and no solicitation package is available. It is the Government's belief that only Biomark Inc. can complete the work and provides the deliverables under this contract. However, interested firms or individuals may identify their interest and capability to respond to the requirement by submitting in writing their name and information to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
