Synopsis:
This is an Intent to Sole Source not a Request for a Quote. If you feel that your company can provide the services required, you must provide a capabilities statement detailing how. The Office of Personnel Management (OPM) intends to sole source a firm-fixed-price award to United States Postal Service (through Pitney Bowes). This requirement is for the purchase of metered mail postage for the Pitney Bowes mailing system located in Boyers, PA. This requirement will be fulfilled on a sole-source basis in accordance with FAR 6.302-1, only one responsible source. A Blanket Purchase Agreement will be awarded in accordance with FAR Part 12. THIS NOTICE IS NEITHER A REQUEST FOR QUOTATION NOR A SOLICITATION OF OFFERS. A determination not to compete this proposal contract has been made Pursuant to 41 U.S.C. 253 (c)(1), as implemented by 6.302-1(b)(1)(i), this requirement has been justified and approved in accordance with FAR 6.303 and FAR 6.304. All inquiries and concerns must be addressed in writing to the e-mail address stated herein, Attn: William Curto. Responses to this notice must be received by September 19, 2017, before 11:00 AM EST. Request can be emailed to [email protected]. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
