This Synopsis is for informational purposes only. The Naval Air Systems Command (NAVAIR) intends to issue a sole source Basic Ordering Agreement (BOA) to Vectrus, formerly doing business as Zenetex, LLC, Reston, Virginia.
Procurements under this BOA are to include, but not limited to the following: upgrade, development, integration, and testing for Harpoon Embedded Trainer (HET), Harpoon Interactive Tactical Training System (HITTS), Harpoon Tactical Training Program (HTTP), Harpoon Land Based Training System (HLBTS), Harpoon Employment Training Aide (HETA), Standoff Land Attack Missile-Expanded Response (SLAM-ER) Proficiency System (SPS) training aides, and other Harpoon and SLAM-ER related training products. This BOA will cover supplies/services for United States Navy (USN) and Foreign Military Sales (FMS) customers to support the upgrade, development, integration and testing of software and training devices; development and revisions to manuals and other related documentation as well as training classes and briefs for the training systems; engineering and logistics support; and technical data development and revision. The Government anticipates a 3 year ordering period.
Orders placed against the BOA will be pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Vectrus (formerly known as Zenetex, LLC) is the sole designer, developer, manufacturer, and integrator of the HET, HITTS, HTTP, HLBTS, HETA, SLAM-ER SPS, and other Harpoon and SLAM-ER related training products, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government’s requirements on a timely basis and in a cost effective manner.
