The U.S. Army Medical Research Acquisition Activity(USAMRAA) in support of the Armed Forces Medical Examiner System's - Armed Forces DNA Identification Laboratory (AFMES-AFDIL)intends to award a sole source Firm-Fixed Price contract to Fast Forward Forensics LLC.(CAGE CODE:7BL81) for purchase of two (2) Microelectronic Systems BSD 600 Ascent Biosample Punchers. Specifically,The BSD 600 Ascent Biosample Puncher is the direct model replacement for the BSD 600 Duet, which is currently in use at AFMES-AFDIL. The Ascent is a semi-automated Biosample Puncher specifically designed for high-through-put family reference specimen (FRS) sample preparation. The BSD 600 Ascent allows for the development of fast, integrated workflows that are easily connected to the AFMES-AFDIL Laboratory Information Management system (LIMS), which allows for ease of processing sample load sheets and sample verification prior to punching. Additionally the static control system keeps static electricity from preventing the punch from entering the appropriate well in the PCR plate and an integrated plate verification camera confirms that a punch was received by the correct well (currently this is only visually verified by the end user). These improvements allow for the rapid generation of FRS sample extraction plates with reduced sample error.
The statutory authority permitting the acquisition of this requirement by other than full and open competition is 10 U.S.C. 2304(c)(1). The Federal Acquisition Regulation(FAR) citation is 13.106(b)(1)(i), and the FAR citation title is "Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization)".
This Notice of Intent to Sole Source is for informational purposes only in accordance with (IAW) Federal Acquisition Regulation (FAR) 5.201 and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Interested parties should submit a Capability Statement and pricing information for this requirement to the Contract Specialst at [email protected] before the closing of this public notice to be considered by the Government. A determination to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses received will be considered solely for the purpose of determining whether to conduct a competitive requirement.
