The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with Herzan, LLC. (CAGE: 3A0S2), located in Laguna Hills, CO, on a sole source basis under the authority of FAR 13.106-1(b), soliciting from a single source, to acquire upgrades to a JRS Scientific 3+3 pass tandem Fabry-Perot (FP) interferometer.
NIST funds the development of new measurement capabilities to support magnetic random-access memories, novel spin-based technologies, and on-chip microwave devices. To facilitate support of this effort and the microelectronics industry, NIST must upgrade its current Brillouin light scattering spectrometer to include throughput and accuracy of critical material parameters. In order to accomplish this task, the JRS Scientific 3+3 pass tandem Fabry-Perot interferometer must be upgraded to include optics with improved contrast and a detector with improved efficiency and dark counts.
Since the JRS Scientific FP is a proprietary instrument, no other manufacturer can offer an upgrade to its proprietary components. Furthermore, NIST is not aware of any other manufacturer offering such an FP system that achieves the dynamics range and sensitivity to that offered by Herzan, LLC.
The NAICS Code is 334516, Analytical Laboratory Equipment Manufacturing, with a small business standard of 1,000 employees. NIST anticipates negotiating and awarding a firm-fixed-price contract to Herzan, LLC for this requirement.
Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used, it is estimated that an award will be issued by September 22, 2023.
