The Mission and Installation Contracting Command (MICC) at Fort Jackson, SC intends to make a sole source award to S&D Consulting INT LTD, 335 East 90th Street, New York, New York 10128-5908, for the 81st Readiness Division, Casualty Operations Branch located at Fort Jackson, SC. The proposed contract action is to purchase sixty (60) ceremonial bugle kits and fourteen (14) silver programmable inserts preprogrammed to play TAPS for Funeral Honors.

This procurement is being conducted under Simplified Acquisition Procedures (SAP) Soliciting from a single source authorized by FAR Subpart 13.106- 1(b)(1). For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. A determination by the Government not to compete with this proposal based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

This notice is NOT a request for proposals or quotations. No solicitation documentation exists nor will a solicitation be issued, and no telephone inquiries will be accepted. No contract award will be made on the basis of proposals or quotations received in response to this notice. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government does not intend to pay for any information provided under this notice.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. These must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.

Interested parties with the capability of meeting the proposed requirements are requested to provide supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below no later than 10:00 am. EST, Monday, August 10, 2021. Such capabilities/qualifications will be evaluated solely for determining whether or not to conduct this procurement on a competitive basis. The determination not to compete this proposed contract action is solely within the discretion of the Government.
