DESCRIPTION: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Advanced Microwave Photonics Group, intends to issue a Firm Fixed Priced purchase order to a single source under the authority of FAR 13.106-1, “Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements”, to Quinstar Technology, Incorporated., Torrance, CA.
The Advanced Microwave Photonics Group performs highly sensitive measurements of microwave fields at cryogenic temperatures. The amplification chains employed in these measurements require the use of high bandwidth (> 4 GHz) and high isolation (> 30 dB) microwave isolators placed at the lowest temperatures (~20 millikelvin) of a dilution refrigerator cryostat. These isolators “protect” devices that we measure from electrical noise that is generated by the first stage of amplification in the chain. Since these isolators are intended to be operated as part of a calibration system in which several devices must be measured in the same cooldown, we require at least 4 isolators (1 per measured device).
As these isolators will be placed in a limited volume, we require a compact, magnetically shielded package that economizes the available space for experimental payloads. To this end, we have identified the QuinStar QCC-075900XM000 as the only product that satisfies our requirements. The QCC-075900XM000 is a 4-channel broadband cryogenic isolator in which all four channels have been combined into a compact package. In addition, it is the only product in this form factor that has been verified to operate cryogenically, and has demonstrated the bandwidth and isolation that we require for our measurements.
Below is a list of the technical requirements:
· Must specified to operate at cryogenic temperatures (4K)
· Magnetically shielded
· 4 channels, SMA-F connectors
· Insertion loss: ≤ 1 dB max from 4—12 GHz
· Isolation: > 14 dB from 4—12 GHz
· Frequency range: 4—12 GHz
DELIVERY
We require delivery of these items within 45 days ARO.
No solicitation package will be issued. This Notice of Intent is NOT a Request for Quotation (RFQ) nor is it a request for competition; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to [email protected]. The government will consider responses received by 3:00PM, MDT, 24 July 2017. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at http://sam.gov.
Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No telephone requests will be honored.
