The U.S. Environmental Protection Agency (EPA) Office of Human Resources (OHR), in Washington DC, intends to award a Purchase Order to Economic systems, Inc (ESI), of Falls Church, VA, under the authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The purpose of this purchase order is to acquire access, for a base-year and four 1-year option periods, to software to process Federal Retirement and Benefits calculations.

NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE.

It has been determined that ESI is uniquely qualified to satisfy the Government's requirement, based on the reasoning outlined below:

FRB Web© Integrated Solution is a unique product affected by several features, including (but not limited to) the integration of the comprehensive retirement calculator (Federal retirement, Social Security Disability and Old Age Benefits and Federal Thrift Savings Plan annuities); the Office of Personnel Management chartered Federal Employees Retirement Coverage Correction Act (FERCCA) calculator. With the increase and high demand of processing highly difficult FERCCA cases, the Agency would not be able to meet its processing standards in the absence of not having this system in place for Specialists. FRB also offers automated pre-filled government forms; its Web-based environment, and simultaneous access for HR specialists and employees. This product includes 52 automated and pre-filled human resources forms for retirement, on boarding and separation processing. Data entered for retirement calculations (such as the detailed service history) that are common to the forms is pre-filled on the forms.

Additionally, Economic Systems, Inc.'s (ESI) FRB Calculator is vital to EPA's Retirement & Benefits Processing and Intake Process. ESI provides software for multiple human resources functions that our HR Specialists utilize on a daily basis. Specifically, the retirement calculator in FRB handles the following responsibilities for the Agency: voluntary, early and disability retirement benefits processing; part-time and intermittent service; deposits and re-deposits owed; Social Security/FERS supplement benefits; Thrift Saving Plan benefits; survivor benefits; and severance pay. The application also contains electronic access to CSRS, FERS, and other OPM forms for electronic form filing, data storage, and case management. Data in the central database is updated bi-weekly with data from the agency payroll/personnel system.

Based on market research conducted, there is no other vendor that offers a product that includes all of these required capabilities. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement, as stated herein, may submit their corporate capabilities, which, if received by the response date of this announcement, may be considered.
